One I know about is ehealthinsurance.com it only asks if you want to be considered for subsidies and offers 13000 plans. When I checked it a couple of years ago it gave all the plans. I would not be suprized if other such sites existed. I do recall that the first year it could not do subsidies so it was a pure shopping site for those who don't get subsidies.

Note that american indians do qualify for special subidies:https://www.healthcare.gov/american-indians-alaska-natives/coverage/ and in particular also have the existing native american health service also.

Now it is quite possible that the timing of open enrollment colliding with the time the IRS typically does its updates in prep for the filing season is a matter of left and right hands not agreeing.
