According to what I just downloaded from the White House the average budget deficit as a percent of GDP during Reagan was 4.45%, much higher than the starting and ending percentages. Average under Bush was 3.85%, Clinton 0.475, Bush 1.94% and Obama 5.81%...hardly makes your point. Recieps may have surged during the Reagan years by 20% (based on 2009 dollars) but surged 503% under Clinton and 40% under Obama. Again, the data that you cite does not support your contention
