Arm chair statisticians are great at developing computer models to support their theses. I recall John Lindsey, Mayor of NYC attempting to change the demographics of places like Brownsville, Brooklyn. He fostered the construction of a middle school in the heart of the area as a way of melding the White, Black and Spanish populations. The White population moved out to a Canarsie and that was the demise of that project - but it looked good on paper!
