Who decides what is "just"?

Reader comment on: Climate Change and 'Just War'

As the "watchdog" for this piece, to me the central dilemma is: Who decides what is "just"?

Remember when Bush argued for the Iraq War as a just war due to the threat that Iraq posed to the world? Remember those who said that nations don't just invade other nations. How many of those would support the concept put forward in this piece? What's just to one person isn't just to another.
