This cannot be the whole story. If it were, it would have come out a long time ago- the real reason for the delay and dump is that Obama, Emanuel, and admininstration lawyers were working through a solution that would help deflect the potential criminal aspects of the allegation, then secure the complicity of the participants for the narrative.

Am I alone here?
