E. J. Dionne must have been born after the collapse of Soviety Communism. The world learned about mega-government's tender concern for the environment from the ecological disasters thoughout Eastern Europe and Russia. To say nothing of Chernobyl, an nuclear power plant built without a protective dome because, the Soviet officials said, industrial accidents only happend in capitalist societies.
