Instead of tinkering with details, throw out the entire swamp of "Progressives' resurrection of Slavery - namely the Income Tax. The principle of this "peculiar institution' is that the state, the government, owns all income. The state determines how much of what you earn that you will be permitted to keep. You don't have any say in the matter, other than voting for federal and state legislators., who then vote on tax types and rates. There is no protection here against seizure of property via an income tax, nor the various wealth taxes currently proposed by "Progressives", who want us to Regress back to a time before the US Constitution and the Bill of Rights. Back to absolute rule of monarchy or mob rule of an unlimited majority who can vote to take away your earnings and property.. The entire immoral scheme of such "Progressive" money grabs has been to allow the government to grow exponentially. Prior to 1913 and the 16th Amendment, the government had been limited severely by how much it could collect with excise and similar taxes. For a totalitarian ideology like Progressivism, Fascism and Communism, such seizure of people's livelihoods and wealth enabled control that turned citizens into subjects.
