It is one thing to propose this in conjunction with eliminating the estate tax, which in itself is a salutary idea. But if "step-up" is ended, we all know it won't be done in tandem with ending the death tax. In any case, better to eliminate capital-gains taxes altogether, mostly because it's the right thing to do, but also to end perverse incentives.
