Yes, teacher pay is too low. However, part of the problem is that teachers are treated like production workers rather than professionals. The union should negotiate average increases and the increase should be distributed on a merit basis. The best teachers deserve far better salaries than the average teachers, and the worst teachers should be discharged. Seniority is not the primary concern. This requires trust in supervision, which does not appear to exist in many cases, so we have to start top down to rebuild the system.
