Since congress has agreed to pay for all testing and require insurance companies to pay with no deductibles for all practical purposes government is the only customer. Now if true price transparency were required, i.e. each lab had to post its price, and the reimbursement amount also posted, it would eliminate this. It is all a nature of the fact that patients can not find out for example if all the personel in an operation are in network, so it is capitalism for the provider and no ability to shop and thus because pricing is unknown no ability to ensure that the customer can make a decision that capitalism promises them
