I don't think perpetuating selective taxation is "brilliant". The obvious side effect of a special surtax on post government earnings is that we are likely to get even worse, as hard is thatbis to believe, options for govt. posts. In general selective taxation and tax breaks are probably best avoided. It seems to me that while deciding what everyone's "fair share" may be difficult, the idea that zero is anyone's is patently absurd. The fact that we have system where a majority pay zero is a national disgrace.
