With those rules anyone who worked in a policy level position at the government would have to be a fool or totally incompetent. If you can't make a return on your time with the government, then why take the low pay there? Why have your life dragged into the public realm and any skeletons exposed for no real return. If one takes the what's in it for me question that dominates then the answer is nothing, so if you're good you will never work for the government since you can make more elsewhere.
