KInder Morgan and Enbridge (the competition to TransCanada) are enlarging their pipelines to Vancouver and later to Prince Rupert. This will happen no matter what happens to Keystone XL. Note that Kinder Morgan already has a pipeline that runs down to Gurnsey, Wy from Alberta. It should be noted that there is significant opposition to the extensions to the coast both from First Nations (Canadian name for Original Inhabitants of North America) and locals in Vancouver (not surprising as Vancouver is part of the Left Coast area). So that extension is not a slam dunk either. (Harper (canadian PM) would say so but it's not clear). Anyway another Idea has been to build the US segment to a couple of miles from the border and then apply to cross the border.

However Transcanada in the interest of choosing the cheapest route chose to go thru fairly wild territory of the Sand Hills of NE rather than following the existing pipeline routes which would have not gotten the State of Nebraska so upset (Republicans opposing the original route).
