It appears that in addition in Korea the women are no longer willing to do the support of the young and the old, as well as work. So they demand aid. It looks like Indonesia is putting in (slowly) universal state paid health care, of course universal care is in Tiawan as well as Japan and Korea. In Korea the desire is both elder care and child care. I expect that soon the same issues will hit China Note that Korea is putting in place a long term care program ala Medicaid.
