Romney has said that pre existing conditions would be covered only if you have had continuous coverage with no break greater than 65 days. A person in the situation cited with no continuous coverage would be unable to get new coverage possibly (depending on the state and if its high risk pool is open) with the exception of a high risk pool.
So there has been some nuance on the pre-existing condition front, and Romney may again be speaking with his forked tounge.

If you click through to the LA Times link they reference a Romney interview with an editorial board in which he says if you didn't have continuous coverage you will get some kind of opt-in amnesty type of opportunity.
