If the "tea leaves" can be read with any degree of accuracy, it looks like with the proposed tripling of dividend income taxes (tax rates going from what looks like 15% to what looks like at least 45%) loaded upon investors in privately own/publicly regulated utilities ... the utilities should be swittching from equity to debt financing. Perhaps each utility could issue IOU's to their shareholders stating that contingent upon sufficient cash flow, the recipients would receive $1.00 of "interest" instead of $1.00 of dividends next year & until further notice (or changes in the tax laws).
It seems that to provide the "river of money" it will take to solve a few of our revenue problems, such as Social Security ([of course raising the CAP on earnings taxed & taxing 100% AND BENEFITS such as is done with Medicare would also solve our Social Security funding problems for the next 75 years -- if not forever]), such as entitlements, foreign wars (past, present & future) & such as a calamity of deficits & debts & bail outs) ... we need a national "sales & services" VALUE ADDED TAX ... as has been adopted quiote effectively in most European countries & Canada. To prevent the VAT from becoming overly regressive (paid more by the poor than anybody else) a rebate, much like the negative income tax for low income households proposed by Milton Friedman years ago, would go a long way to solve the problem of VAT on food & necessities, such as utilities & health care. If collected by the IRS -- rather than state & local bureaucrats with limited audit resources & unlimited lobbying for exclusions, such as yachts & vehicles over $5000.00 excempted in Florida) we would have enough revenue for everybody!
If this doesn't fund our spending, let's try "sin" taxes on items such as tobacco, alcohol & yes even marijuana as a rate of 300% or even 1000%. It seems we learned our lesson on National Prohibition to legalize, regulate & tax what people are going to make, grow or buy anyway (usually tax free).
