It turns out most airports charge a fee for dropping off or picking up, Limos pay the fee, but it appears that the ride sharers do not. Now there is an alternative, put up a toll booth at the entrance to the airport so that all pay, if you park on an airport lot it could be credited as part of the parking fee. Airports devour money and seem to be always looking for new ways to collect it. (I guess having a monopoly encourages this, the airport authority is often the only game in town if you want to fly.)
