As commentor Lyle says, the airport is a monopoly. But it's not just "the only game in town" but a game where the government is "the house" and makes competition with itself illegal.

A monopoly is not defined by the number of sellers but by the forcible exclusion of competition. There are 17,000 taxis in NYC, but it's a monopoly--as Uber and Lyft are finding out.
