Mrs Clinton PERFORMED as Secretary of State?

The last sentence in the article is puzzling, because we were not aware that Mrs Clinton did anything--that is, ANYTHING, as Secretary of State. Oh, wait: We are now remembering that she gave Lavrov a reset button--yes, that must be what the author meant.
