As an email admin I can answer your cost question - not much, less than 1000 to operate and maybe 1000 in startup costs. BUT that does not include lock down for security or maintaining servicable backups in a secure manner. And you will need someones to go through all the spam and junked mail to catch the false positives.

It would be interesting to see the line items attached to the budgeting for the email services.
