There are 22 countries that have high speed trains. We have Amtrak for taking tours. Roosevelt, Hoover, Kennedy and Eisenhower created federal programs so we have a Federal Park System, the Hoover Dam, NASA, plus the Interstate Highway System. Only the Federal Congress can implement a Country High Speed Passenger Train System. Individual states do not have the resorces to do this and maintain the system. GE and Seimens have made these trains for years and are ready to start here. It may take years to complete, so we need to start NOW
