"How is it different to say the government, not individuals, are responsible for failure? It seems inconsistent to hold government responsible only for all the failures while not assigning it any credit for the successes."

It only seem that way. Leaders lead, if that means getting government out of the way for people to be successful then that's what a leader should do, Obama has failed miserably. You're confusing government with leaders. Democrats do that all the time. look at their current leadership and what they rely on to do anything.
