How is it different to say the government, not individuals, are responsible for failure?

The difference is that this Administration, and their allies in Congress, are the ones who have stridently advocated behaviors that lead to such personal failure ... i.e. the replacement of the personal responsibility to act to secure your future, with blind trust of government "experts" to act to secure your future FOR you ... and implemented policies that inhbit one's ability to recover from such failure.

At the least, this Administration and their allies in Congress are the accessory to personal failure, that is not taking the steps it can to mitigate that failure. The individual still has the responsibility, but this government is doing almost everything it can to discourage and/or work against its exercise.
