There is also no goverment conspiracy impacting its production. There are only two possible reasons for the shortage: 1) corporate greed or 2) corporate ignorance. I personally believe it to be a combination. How Dow Chemical could purchase their biggest competitor(there were only three producers, now only two), close the plant, then shut down their own plant for "maintenance" and not see that a supply/demand problem would be created is rediculous. This is either intentional trying to artificially raise the price and increase profit or Dow is run by idiots that don't deserve the market share they currently control. P.S. I'm in this industry currently feeling the economic strains and my information is coming from paint manufacturers and actually having talked to one plant. No raw material shortage and no poor economy excuse is valid. One conspiracy theory-esque idea I kind of believe, that the Times article is a plant by Dow Chemical in order to cut off the PR nightmare they just realized is coming down the pipe. All that stimulus money sitting in government coffers causing construction crews to start laying off employees because of Dow's actions is not the headline they would want.
