Exactly right - voluntary versus mandatory is the crucial distinction.

This is a great opportunity for a state to implement the ideal taxation regime proposed by Ayn Rand, one that is in fact voluntary. I expect most would pay if they considered the state were doing a good job at its proper functions. If not, well many states manage to get by with no income tax at all. The Federal Government ought to allow a deduction for such a voluntary tax, if only to encourage the experiment.
