Offering a charitable deduction for funds which would otherwise be compulsory taxation is no charity, and thus likely to be disallowed. When Don Fanucci (The Godfather Movie) collected his payments of tribute from local merchants in return for "protection" from unexplained fire or random violence, it was, on the surface, a voluntary contribution also. But everyone knew otherwise. Charitable contributions are only charitable contributions if not donating them has no negative consequences, be they taxation by the state or broken legs by the mafia.
