How about automatic education as a requirement.

Given the vastly higher unemployment rate for drop outs than hs grads let alone for college grads, what if after 13 weeks you are given a chance to enroll in a GED course, and you continue to get unemployment, but the clock stops on benefits for a period while enrolled in the course. (The Bls says the unemployment rate is 15% for dropouts and 9.7% for hs grads) This would help those who have the highest unemployment rate, and help them be able to be employed.
