These - SS, Medicaire - are insurance schemes when we are told we must have them, but funded by taxes when analyzing tax liabilities across income groups under our so-called progressive tax regime. If they be insurance, means testing is cheating policy holders. If they be tax-funded and revocable, let us call them welfare.
