I agree it wasn't phrased perfectly, but I believe "he's been going 24/7" is the key part of the sentence you're ignoring. White House press Secretary isn't just a typical government service job, it's one that requires him literally to be on call at all times, and never really lets up. I believe that's what Obama was referring to when he meant "relatively modest" pay.
