Your point re regional differences in poverty level is a good one (as is your comparison of the family of four to the median household income level). It does seem like the income requirements could be localized. Living in the heart of DC, I can tell you that a family of four would have a tough time on $45K. Somewhat off topic, but related re localization, I wish folks would realize that $250K in HH income is not rich, again, if one lives in the middle of one of these large cities, has children and two wage earners.....
