Why would it cost more in 2010?

Why would it cost more? Is this is a serious question? In 2010 the country was still suffering from a huge recession and massive unemployment. In 2000 we weren't. Obviously, a great many more people have joined the rolls, which accounts for your disingenous inclusion of "middle income" people in the program. Middle income- before they lost their jobs. Now they're "no income" people.
