At what point does Nannity become Insanity?

Is driving drunk OK?. How about having sex while driving? Reading the paper or a book while at the wheel? Watching TV? At what point does the Nanny State end and the proper role of the state in protecting me from others begin? Hard to know just where to draw the line but surely there must me a line.
