More distracting

checking email while driving is much worse than fiddling with the radio or the air conditioner or talking to the person in the passenger seat or reading the roadside billboards.
tuning the radio, glancing at a billboard or talking to the passenger are momentary distractions. texting take way more time and attention. What is so important that someone has to test while driving? What could possibly be that urgent? Seems to me something that urgent would be better served by pulling off the road and calling the person. It is a phone after all!
