I fiddle with the radio or airconditioner briefly and fleetingly and try to keep my eye on the road. If I'm writing something I am, inevitably, concentrating entirely on that, and for a good deal longer than the second or two it takes to change a station or a setting. As for talking to the passenger next to me, I can manage that quite well while keeping my eyes on the road. Go attack the nanny state where it deserves attacking; there is no shortage of reasonable targets. But this sort of thing actually weakens the overall argument.
