How about people who are rich by birth?. Say, have a million to spent a year with doing anything.

How about them? They may be lucky, but they may also be burdened. Plenty of such people are unhappy, or drug addicts. Others may turn their fortunes into even bigger ones by hard work or talent. The "rich by birth" are often so by virtue of an ancestor's hard work or saving or entrepreneurship. I don't see why they should be punished for that.
